4D Paint
A texture editor designed for painting directly on the surface of 3D models. A huge number of tools and options are available, including brush selection, selection/copying of areas, texture painting, and much more. Layers are supported, just like in Photoshop.
The editor is designed for working with 3DS and LWO models. Exported image file formats include BMP, JPG, TGA, TIF, and PCX.
Wally
Modding-oriented texture editor. It supports both standard image formats (PNG, JPEG, BMP, TGA, PCX) and game formats (texture formats for Quake, Half-Life, Serious Sam, etc.). It can also read and save game texture archives (WAD files). It supports all basic painting tools (brush, airbrush, line and shape drawing, dodge/burn, blur), as well as an interesting feature: painting with preset images and patterns: for example, you can enrich a texture with various cracks, rivets, bullet holes, dirt spots, etc. There's also a set of effects, such as Emboss, Edge Detect, Sharpen, and more.
MaPZone
A powerful texture generator based on procedural images. Using a node-based interface, you can create textures of any type and complexity: from simple brick walls and asphalt to organic surfaces, rusty metal, and stone. A 3D preview with shader support is included. The package is completely free for use for any purpose, including commercial ones.

Bricks'n'Tiles
An architectural texture generator. It is primarily for generating seamless textures with repeating elements (brick walls, stonework, parquet, etc.). It has a built-in editor for color correction and normal map generation. Documentation and step-by-step tutorials are included. The program is free for non-commercial use.
Spacescape
A space skybox generator. The program's concept is to combine layers that represent various procedural effects: random stars, supernovae, and nebulae based on Perlin noise. Layers can be assigned color, random grain, noise settings, and other options. Export is available to PNG, JPG, TGA, or DDS formats, and also skyboxes for Ogre, Unity, Unreal Engine, and Source styles. A very useful tool for creating space sims.
DDS Converter 2
A program for creating textures in the DDS (Direct Draw Surface) format. The advantage of this format is that textures are stored in compressed form, not only on disk but also in video memory, which significantly saves VRAM and speeds up texture loading times (they are loaded directly, without decoding). DDS also supports storing pre-baked texture mipmaps. This format was originally developed for use with DirectX, but was later supported in OpenGL via the GL_ARB_texture_compression extension. Xtreme3D includes full support for all DDS formats that can be created with this converter: DXT1c, DXT1a, DXT3, and DXT5.
Texture Viewer
A minimalist and fast texture viewer. It supports not only standard image formats (PNG, JPG, BMP), but also game-specific formats (DDS, KTX, HDR, EXR, PFM). There's even a 3D cubemap viewing mode.
Texture Tool
A utility for creating seamless textures. It can also create normal maps and convert textures to DDS format.
Njob
A normal map generator from any image. You can use not only a height map but also a regular diffuse texture. Njob can also generate ambient occlusion maps and convert normal maps to height maps. The program is very convenient and intuitive, producing high-quality results. The only drawback is the lack of a 3D preview.
AwesomeBump
A free and open-source texture generator. Generates normal, height, metallic, and roughness maps from a diffuse texture in just one click. Supports 3D preview with parallax mapping and IBL support, and creates seamless textures. The resulting maps can be saved in PNG, JPG, BMP, and TGA formats. An incredibly powerful and useful tool, a must-have for anyone working with PBR.
Normal Map Generator
Another utility for generating normal maps from height maps. You can use any BMP or JPG image as a source texture. You can select the color channel for generation. You can also set the generation mode: normal or inverted. A very useful feature that distinguishes this program from other similar ones is the preview of the bump mapping effect with the resulting normal map. You can even move the light source. The finished result is exported in BMP, JPG, or TGA format.
Explosion Generator
Explosion animation generator. Unfortunately, it doesn't have a configuration interface, it's configured through a text configuration file. The output is saved in the "bitmaps" directory.
Caustics Generator
This generator creates caustics animations for water at the bottom of a pond – very useful for creating underwater scenes. All settings are controlled through a visual interface.
Flame Maker
Another generator for animations of various explosions, flames, and other pyrotechnics.
TGA Tool
A small utility for working with 32-bit TGA images. It imports PNG, TGA, BMP, and JPG formats and has a set of tools for editing the alpha channel (including loading an alpha channel from a file) and RGB channels.
Visual Color Picker
A multifunctional color picker dialog. Allows you to choose a color from various lists, sliders, and palettes. You can get a color from the RGB, HSL, and CMYK color models, select a pixel color from the screen using the eyedropper tool, create your own palette, view color codes in hexadecimal formats for HTML, Basic, C, and Pascal, and also see how different colors combine.
