Gaea
Probably the best terrain creation software out there. It has a very powerful node-based interface for unique non-destructive editing workflow. With Gaea you can generate any type of terrain with textures, and the results are highly realistic.
Free version of Gaea is limited to 1024x1024 export resolution and can be used only for non-commercial purposes.
Terragen 0.9
An excellent tool for rendering natural landscapes. Includes tools for creating terrain, water, sky, clouds, fog, lighting, and more. It has everything you need for fine-tuning, previewing, and rendering. You can even preview the scene in real time. An excellent tool for generating realistic backgrounds and images for skyboxes.
Starting with version 3, the program became commercial; you can download the old free version from our website.
Earth Sculptor
A fairly powerful terrain editor for games. It includes all the necessary sculpting tools, allows you to paint the terrain with textures, and supports detail maps. All brushes have settings, and you can add your own textures and masks to brushes. Earth Sculptor has a very good renderer with realistic skies, water, and shadows, and environment settings are also customizable. The finished terrain can be exported to a heightmap or OBJ mesh.
The program is shareware; the unregistered version has a limit on the number of brushes (5), heightmap size (257x257), textures (512x512), and some other parameters. The free version may also be used for non-commercial purposes only.

A simple, yet convenient and intuitive terrain editor. Includes basic terrain drawing functions and heightmap export. Export to various 3D formats is also available.
Terrain Lightmapper
Lightmap generator for terrains. It allows you to quickly obtain high-quality results with multiple light sources, shadows, bumpmapping, etc. It's very easy to use. The only drawback is that light source parameters are not configurable through the graphical interface; they are loaded through the config file.
