AutoComposer
A unique program: a random MIDI music generator. You can choose a genre, and the list is quite extensive. The resulting melodies aren't usually masterpieces, of course, but you'll definitely find one that works for every dozen tries. The resulting score (saved in the "play.mid" file) can then be opened in something like Fruity Loops or LMMS, the instruments can be replaced to your liking, and the resulting music will be quite good for your game. An ideal budget option for those who don't know how to compose music and can't afford to hire a composer!
Here are a few examples of what we were able to create using AutoComposer and then processing it in music editors - we think it turned out quite well: Melody 1, Melody 2, Melody 3.
cgMusic
Another excellent free music generator. It also works with MIDI and produces significantly more complex and high-quality compositions than AutoComposer, but doesn't have such a wide selection of preset genres. However, this drawback is compensated for by the ability to write your own music generation algorithms using the built-in scripting language. An excellent tool for those with at least a basic knowledge of music theory. For those without, the program is still a useful alternative to AutoComposer for creating classical music, rock, and blues.
Here's an example of a composition generated in cgMusic and then rendered in LMMS using the free DSK Overture VST orchestra: Melody 1.
GXSCC
A MIDI player with its own 8-bit synthesizer. It converts MIDI music into a streaming format, making it convenient for playing in games. A very handy tool if you need to create an NES-style soundtrack. Using the MIDI generators above, you can do this even if you're not familiar with trackers and a DAW.
To play a melody, simply drag the file from File Explorer into the program window. To export as WAV, click Authoring.
sfxr
A sound effect generator in the style of 8-bit games. It features multiple sliders for fine-tuning the effect. It allows you to generate sounds based on thematic themes (bonus, shot, explosion, power-up, damage, jump, menu sound). Supported sample rates are 20500 and 44100 Hz, bit depths are 8 and 16 bits, and WAV export is supported.

A fork of sfxr that adds new waveforms, filters, and other features.
VGMTrans (Video Game Music Translator)
A utility for converting music from game console sequencer formats (such as SPC, VAB, etc.) to MIDI and DLS/SF2 (sound banks).
